Time of Transfer Septic Inspections

Iowa's Time of Transfer (ToT) law generally requires a private sewage disposal system to be inspected before the sale or deed transfer of a home or building served by a private septic system. The inspection must be performed by an Iowa DNR-certified Time of Transfer inspector. The purpose of the program is to identify substandard or failing systems that may create environmental or public health hazards.

There are certain exemptions and circumstances in which an inspection may be delayed or other requirements may apply.

Time of Transfer Forms

Binding Agreement for Future Inspection: For situations where weather or another temporary physical condition prevents the required inspection from being completed before the property transfer.

Building Demolition Waiver: For qualifying situations where the buyer agrees not to occupy the dwelling and will demolish it within the agreed-upon timeframe.

Binding Agreement for Future Installation: For qualifying situations involving a property without an adequate private sewage disposal system, or when an inspection determines that the existing system needs to be renovated or replaced.
